.(

December 27, 2005

Eugene Parks Foundation
651 Brookside Drive
Eugene, Oregon 97405-2044
541-343-4778

The Honorable Kitty Piercy, Mayor
Eugene City Councilors
777 Pearl St.
Eugene, OR 97401

Subject.' Parks, Recreation and Open Spaces Long Range Plans

Dear Mayor and City Councilors,

I'm pleased to writt: to you today on behalf of the Eugene Parks Foundation (EPF), The
members of the EPF board of directors are arnong the majority of Eugene residents who are
active, outdoors enthusiasts and make regular use of public parks and recreation services, We
actively supported city funding measures for parks and recreation and understand first hand
the opportunities and challenges to providing facilities and services that willrneet the needs
and demands of the community today and in the fmure.

Faced \vith the realization that public resources alone cannot provide and mainta.in all of the
facilities and services desired hy the community, we took the next step and fom1ed a
501(c)(3) corporation to augment the communities parks and recreation resources. Through
this non-profit organization, we will earn, raist\ accept, and distribute money and other items
of value to improve and enhance public parks, open spaces, and recreational facllities and
services for the benefit of Ellgene area residents.

With this mission in mind, we are naturany very interested in the City of Eugene's Parks,
Recreation and Open Space (PROS) Comprehensive Plan. The draH PROS Comprehensive Plan
and draft Project and Priority Plan provides the community and EPF with valuable inf-ormation
about the current facilities and services that can guide future direction, including:
· a baseline {or the current serl/ices and facilities against which progress can be measured and
a repository filr many (if not aU) of the possible alternatives for future expansion of facilities
and services.
· a perspective for future PROS needs by projecting community growth, hO\\1 that growth will
be distributed by neighborhood and where the greatest need exists.
