<br />.; <br /> <br />~ <br /> <br />· a list of the cornrnunity's priorities that are essential for efficiently using the city's limited <br />resources and that can help guide the EPF in our efforts to supplement and leverage the city's <br />PROS initiatives. <br />· the components for future city funding proposals and the assurance that the components of <br />such a proposals address the highest priority for community~wide needs, <br /> <br />TheEPF urges the Eugene City Council to adopt the dratl: PROS Comprehensive Plan draft plan <br />prepared by the PROS advisory committee and the PROS staff. <br /> <br />As the city seeks public support and funding for PROS projects and services, perhaps the most <br />important benefit of an adopted PROS Comprehensi ve Plan and PROS Project and Priority Plan <br />will be to provide a roadmap for a capital bond measure that could be presented to voters in <br />November 2006. There is every reason to believe that a bond measure similar to the one that <br />passed in 1998 would gain voter approval. Additional steps must be completed soon (ideally by <br />May 2006), however to allow titne to organize and conduet a campaib'TI for such a measure. The <br />most important step is completion of a public involvement process to develop a list of specific <br />acquisitions and projects. <br /> <br />The results of the 1998 bond measure passage clearly showed that a weHncrafted parks and open <br />space measure will not displace other ballot measures. And like the 1998 measure, a ne\v bond <br />proposal should contain a balance ofland acquisition for open space and parks, renovation of <br />existing t~ei1ities to enhance their use and reduce long term maintenance cost and several ne\-\' <br />and puhlicly desired facilities. The PROS Comprehensive Plan and the PROS Project and <br />Priority Plan can guide the creation of this list of components, <br /> <br />The short Hmeline lends itse1fto the use of a few charrette..style public meetings like those <br />frequently used by the city for other projects.
