Mayor and Council that an appropriate intergovernmental agreement by and <br />between the City of Eugene and the university of Oregon has been executed. <br />Section 4. That the matters contained herein concern the public wel- <br />ware and safety, and in order to insure the orderly and timely implementa- <br />tion of these provisions, an emergency is hereby declared to exist, and <br />this Ordinance shall become effective immediately upon its passage by the <br />City Council and approval by the Mayor. <br />Passed by the City Council this <br />20th day of November, X985 <br />~-S~.
