ject revenues from tax increment financing and lease income to meet project <br />needs. <br />2.224 Riverfront Research Park Commission - Membershi ,Term of Office. <br />~~} The commission shall consist of seven members. Three members <br />shall be nominated by the mayor and appointed by the council. Four members <br />shall be selected by the president of the University of Oregon, who shall <br />submit their names and qualifications to the mayor far appointment. <br />~2} Ail members shall be selected on the basis of their prior <br />knowledge of the community as well as prior training or experience with res- <br />pect to the planning, development, financing and marketing of public improve- <br />ments, commercial property, industrial property, or similar developments, or <br />with respect to planning large-scale science and research programs. ~t is <br />not the intent that there be representatives of the city or University of <br />Oregon on the commission. The intent is to have highly qualified people <br />serve as expert advisors to the University of Oregon president and the city <br />of Eugene. <br />~3} ~n order to insure that the commission is composed of the <br />most qualified members available and willing to serve, the requirement of <br />section Z.Q~3~6} of this code that members be residents of the city is spe~ <br />cifically waived, and members need not be residents of the city at the time <br />of their appointment or during their term of office. <br />~4} Each member shall serve far a term of two years from the date <br />of his or her appointment. <br />~5} Vacancies in office shall be filled in the same manner as <br />original appointments. <br />~6} No officer or employee of the city of Eugene, the University <br />of Oregon, or the State Board of Higher Education may serve on the commission. <br />2.226 Ri verfront Research Park Commission - Officers, Meeti n s, Rules <br />and Procedures. <br />~1} The officers of the commission shall be a president and a <br />vice-president, elected by the commission from among the commissioners. The <br />president shall preside over meetings of the commission and shall have the <br />right to vote. The vice-president shall perform the duties of the president <br />in the absence or disability of the president. The officers shall serve for <br />terms of two years unless the commission establishes a different term. <br />~2} The commission shall hold meetings at such times as it deems <br />necessary to properly perform its duties. <br />~3} The commission may adopt a plan of internal organisation and <br />rules of procedure for the conduct of its business, consistent with state <br />law, the charter, code, ordinances and resolutions of the city and policies <br />of the University of Oregon. Meetings and other activities of the commis- <br />sion, its officers and any committees shall conform to the rules, state <br />statutes, charter provisions, code, ordinances and resolutions of the city <br />and pal i ci es of the University of Oregon . <br />Section 3. The Mayor and Council need not make the appointments pro~- <br />vided far by sections 2.22Q to 2.226 until the city manager notifies the <br />Ordinance - 2 <br />
