ARDINANCS No. 19385 <br />AN ARDINANCE ADOPTING AMENDMENTS To THE <br />EUGENE-SPRINGFIELD MBTRUPALITAN AREA GENERAL <br />PLAN BY ADOPTING THS MSTR4PQLITAN AREA <br />IRAN 5 PARTAT I QN PLAN WHICH SUPERSEDES THS T-- <br />2~~U PLAN AND BIKEWAY MASTER PLAN; ADAPTING <br />E~CEPTIANS To LCDC GOALS 3, 4 AND 5; AND <br />DECLARING AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />1. The Eugene -Springfield Metropolitan Area General Plan <br />Metro Plank was adopted by the Eugene City Council on July 28, <br />1980 and amendments thereto were subsequently adopted on February <br />8, 1982 by Eugene Ordinance No, 18927 on February 15 ~ 1984 by <br />Eugene Ordinance No. 19229, on October 22, 1984 by Eugene Ordi-~ <br />Hance Na, 19293, on July 17, 1985 by Eugene Ordinance Na, 19341, <br />and an September 9, 1985 by Eugene Ordinance 19348. <br />2. The Metro Plan identifies the Eugene-Springfield Area <br />2000 Transportation Plan ~T-2000 Plank and the Eugene-Springfield <br />Metropolitan Area Bikeway Master Plan Bikeway Master Plank as <br />special purpose or functional plans and as the basis far guiding <br />surface transportation impr_avements in the metropolitan area. <br />3. The T-2004 Plan and the Bikeway Master Plan are being <br />superseded by the Eugene-Springfield Metropolitan Area Transpa r- <br />tation Plan ~TransPlan~ in order to update the surface transpor- <br />tation element of the Metro Plan. <br />4. The TransPlan serves the goals, objectives and policies <br />of the Metro Plan by addressing mint imadal t ranspo rtat i on , <br />including street and highway needs, bicycle facilities, transit <br />and parking facilities based an development strategies in the <br />Ordinance ~- 1 <br />
