A recommendation on the TransPlan has been received by <br />the Council from the Eugene Planning Commission, which was <br />adopted at a public meeting held by the Planning Commission on <br />November 19, 1985. <br />6. The Lane County Board of Commissioners has received <br />recommendations on the TransPlan from the Lane County Planning <br />CammlSSlon, adopted at a public meeting held by the Planning <br />Commission on November 19, 1985, and from the Lane County Raad s <br />Advisory Committee, adapted at public meetings held on November <br />26 and December 10, 1985. <br />7. Based upon the above recommendations and the evidence <br />. and testimony presently in the record, as well as the evidence <br />and testimony addressed at the public hearings held in the matter <br />of adopting the TransPlan and amending the Metro Plan, <br />TSB CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The Eugene-Springfield Metropolitan Area General <br />Plan is amended to exclude the T-2044 Plan and the Bikeway Master <br />Plan and to include the TransPlan as described in the attached <br />Exhibits A and B, which are incorporated herein by reference. <br />Section 2. Because a portion of each of the fal~.owing <br />projects Street and Highway Projects 107 and 326 and Bicycle <br />Projects 320, 125b, 223, 600, 410b, 265 and 689 as appearing in <br />the October, 1985 TransPlan drafty is to be sited outside the <br />urban growth boundary, exceptions based on need are taken to <br />Statewide Planning Goals 3, 4 and 5.
