Specific details and <br />findings supporting these exceptions are set f orth in Exhibit C <br />hereto, which are adopted and incorporated herein by reference. <br />Section 3. If any section, subsection, sentence, clause, <br />phrase, ar portion of this ordinance is for any reason held <br />invalid or unconstitutional by any court of competent jurisdic- <br />tion, such portion shall be deemed a separate, distinct and <br />independent provision and such holding shall not affect the <br />validity of the remaining portions hereof. <br />Section 4. As further support for its actions, the Council <br />further adopts and incorporates herein, the Legislative Findings <br />set forth in the attached Exhibits C and D hereto. <br />Section 5 . That the matters contained herein concern the <br />public welfare and safety. In order for the Land Conservation <br />and Development Commission to consider this amendment for an <br />amended acknowledgment of compliance at the earliest possible <br />time, it is necessary for this Ordinance to be effective prior to <br />the expiration of thirty days.
