ORDINANCE N0. AN ORDINANCE ADOPTING THE GLENW40D REFINEMENT PLAN, PHASE I. The City Counci I of the City of Eugene finds that: 1. I n March, 1982, the cities of Springfield and Eugene and Lane County adopted the Eugene-Springfield Metropolitan Area General Plan ~Metrapolitan Plan. Yn August, 1982, that compre- hensi ve plan was acknowledged to comply with the Statewide Goal s by the Land Conservation and Development Commission ~LCDCy. 2. Pal i cy 16, Page III -G-6 of the Metropolitan Plan directs Eugene, Springfield, and Lane County to appoi nt a joint elected official task farce to study and determine which city wi~l l eventu- ally provide urban services to Glenwood through annexation and study land use designations in Glenwood. That study, the Glenwood Jurisdictional Study, was adopted by the City Council on October 8, 1984. The study determined that Eugene was the logical city to provide urban services through annexation and directed the City to develop a refinement plan for Glenwood addressing land use, trans- portati on, and public facilities and concerns. 3. In January, 1985, the Punning Commission adapted a work program and citizen involvement process for the Glenwood Refi ne- ment Plan. The work program divided the refinement plan for Glenwood into two geographic phases. Phase I consists of a 65 acre area south of the Southern Pacific railroad tracks and east of Glenwood Boulevard. Phase II encompasses the rest of the Glenwood area . The plan being adopted under this 4rdi Hance i s only for the Phase I area of Glenwood. 4. In March, 1985, the Glenwood. Community Organization appointed a ten-member planning team charged with drafting the refinement plan for the Phase I area . Following development of a draft document containing Land Use, Transportation, and Publ i c Facilities and Services elements for the Phase I area of Glenwood, the G1 enwood Planning Team conducted a joint public meeting with the Glenwood Community Organization on February 25, 1986, to elicit comments on the draft from residents and property owners i n the Phase I area. Notice of this meeting was sent to al I resi ~- dents and property owners i n Glenwood. A copy of the draft plan was sent to all residents and property owners in the Phase I area. As a resul t of testimony from that meeting, on March 27, 1986, the Glenwood P 1 anni ng Team drafted eight changes to the draft plan and recommended the refinement plan to the Eugene and Lane County Planning Commissions. The Eugene and Lane County Planning Commis- si ons conducted a jai nt public hearing on the revised draft plan on April 15, 1986. This joint public hearing was advertised i n accordance with Oregon Public Meeting Law and Eugene's own Code requirements . This citizen involvement process exceeds the re- Ordinance - 1
