ORDINANCE N0. <br />AN ORDINANCE ADOPTING THE GLENW40D REFINEMENT <br />PLAN, PHASE I. <br />The City Counci I of the City of Eugene finds that: <br />1. I n March, 1982, the cities of Springfield and Eugene and <br />Lane County adopted the Eugene-Springfield Metropolitan Area <br />General Plan ~Metrapolitan Plan. Yn August, 1982, that compre- <br />hensi ve plan was acknowledged to comply with the Statewide Goal s <br />by the Land Conservation and Development Commission ~LCDCy. <br />2. Pal i cy 16, Page III -G-6 of the Metropolitan Plan directs <br />Eugene, Springfield, and Lane County to appoi nt a joint elected <br />official task farce to study and determine which city wi~l l eventu- <br />ally provide urban services to Glenwood through annexation and <br />study land use designations in Glenwood. That study, the Glenwood <br />Jurisdictional Study, was adopted by the City Council on October <br />8, 1984. The study determined that Eugene was the logical city to <br />provide urban services through annexation and directed the City to <br />develop a refinement plan for Glenwood addressing land use, trans- <br />portati on, and public facilities and concerns. <br />3. In January, 1985, the Punning Commission adapted a work <br />program and citizen involvement process for the Glenwood Refi ne- <br />ment Plan. The work program divided the refinement plan for <br />Glenwood into two geographic phases. Phase I consists of a 65 <br />acre area south of the Southern Pacific railroad tracks and east <br />of Glenwood Boulevard. Phase II encompasses the rest of the <br />Glenwood area . The plan being adopted under this 4rdi Hance i s <br />only for the Phase I area of Glenwood. <br />4. In March, 1985, the Glenwood. Community Organization <br />appointed a ten-member planning team charged with drafting the <br />refinement plan for the Phase I area . Following development of a <br />draft document containing Land Use, Transportation, and Publ i c <br />Facilities and Services elements for the Phase I area of Glenwood, <br />the G1 enwood Planning Team conducted a joint public meeting with <br />the Glenwood Community Organization on February 25, 1986, to <br />elicit comments on the draft from residents and property owners i n <br />the Phase I area. Notice of this meeting was sent to al I resi ~- <br />dents and property owners i n Glenwood. A copy of the draft plan <br />was sent to all residents and property owners in the Phase I area. <br />As a resul t of testimony from that meeting, on March 27, 1986, the <br />Glenwood P 1 anni ng Team drafted eight changes to the draft plan and <br />recommended the refinement plan to the Eugene and Lane County <br />Planning Commissions. The Eugene and Lane County Planning Commis- <br />si ons conducted a jai nt public hearing on the revised draft plan <br />on April 15, 1986. This joint public hearing was advertised i n <br />accordance with Oregon Public Meeting Law and Eugene's own Code <br />requirements .
