The Land Use E1 ement provides for the transition i n the <br />Phase I area from an existing residentiallindustrial mix to a more <br />ful 1 y industrial area consistent with the area ` s industrial land <br />use designation within the Metropolitan Plan. The Transportation <br />Element provides for impraved access to industrial property and <br />improved pedestrian-bicycle and emergency services access into the <br />Phase I area as well as creating short-range and long-range trans- <br />portation strategies for the area. The Public Faci 1 i ti es and <br />Services Element describes what services are now available to the <br />area and what will be required as more development takes place . <br />These three elements will provide a basis for making sound public <br />decisions concerning public and private development i n the Phase I <br />area of Glenwood. <br />6. The Planning Commission and City Council have reviewed <br />the Glenwood Refinement Plan, Phase I. Based on the recommenda- <br />ti on of the Planning Commission, the public testimony, and the <br />preceding findings, the City Counci 1 has determined that the <br />Glenwood Refinement Plan, Phase I is consistent with the Eugene- <br />Spri ngf i el d Metropolitan Area General Plan, as acknowledged by the <br />LCDC, and consequently this refinement plan conforms to applicable <br />Statewide Goals. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLO~IS: <br />Section 1. The findings set forth above are adopted. <br />Section 2. The goals and poi i ci es contained i n the Glenwood <br />Refi nement P an, Phase I as described i n the attachment Exhibit A <br />including changes as described i n attachment Exhi bi t B are adopted <br />as public policy by the City of Eugene. <br />Section 3. The Short- and Long-Range Transportation Strate- <br />gi es set forth i n the Transportation Element of the G1 enwood <br />Refinement Plan, Phase I are recognized as potential means of <br />implementing adopted policy, but are not adopted as city policy. <br />Section 4, The City Council hereby adopts as additional <br />findings, the supporting text, maps, graphs, and tables contained <br />in the Glenwood Refinement Plan, Phase I and the Glenwood Refine- <br />ment Plan, Phase I Appendix. <br />Section 5. The Glenwood Refinement Plan, Phase I will become <br />a re inement to the Eugene-Springfield Metropolitan Area General <br />Plan. <br />Section 6. I f any section, subsection, sentence, clause, <br />phrase, or portion of this Ordinance i s for any reason held <br />invalid or unconstitutional by any court of competent jurisdic- <br />ti on, such portion shat 1 be deemed a separate, distinct and i nde- <br />Ordinance - 2 <br />
