The equipment, pipe line system and faci 1 i - <br />ties as are needed for and are pertinent to the disposal of sewage <br />and water, and sewage treatment plant or separate pipe lines for <br />storm, surface and subsurface water. <br />Sewer service. Includes, but is not limited to, construction, <br />reconstruction, extension, operation, management and debt retire- <br />men t of a sewerage system <br />Sewer user. A faci 1 i ty which discharges directly or i ndi r- <br />ectly tv the city sanitary sewerage system, ar has a sanitary sewer <br />oval 1 abl a as provided i n section 6.070 of this code. <br />Sidewalk.
