Section 2. Section 4,990 of the Eugene Code, 1971, is amended by add-
<br />ing a new subsection X12} thereto, to read and provide:

<br />Section 3. Sections 6,005, 6.010, 6.015, 6,050, 6.055, 6.070, 6,075,
<br />6,080, 6,085, 6,090, 6,100, 6,105, 6,110, 6,330, 6.540, 6.515, 6,517, 6,519,
<br />6,521, 6.523, and 6.525 of the Eugene Code, 1971 are amended; a new Section
<br />6.007 is added thereto; and Sections 6,020, 6,025, 6,030, 6,035, 6.044,
<br />6,045, and 6,060 are repealed therefrom, to read and provide:
<br />6.005 Definitions, For purposes of sections 6.005 to 6, 527, the fol l ow~-
<br />ing words and phrases mean:
<br />Developed property. A tract of ]and occupied preponderantly
<br />by a structure used or designed for use as a residence or a place
<br />of economic enterprise, by landscaping, by other improvement
<br />accessory to the structure, or by a combination of such land
<br />development,
<br />Enforcing officer. Any city employee authorized by the city
<br />manager to en orce the nuisance abatement provisions of thi s
<br />chapter.
<br />Person in charge of property. An agent, occupant, lessee,
<br />tenant, contract purchaser, or other person having possession or
<br />control of property or the supervi si an of a construction project
<br />on the property.
<br />Person responsible. Any or al l of the following:
<br />a The owner of the property on which the nuisance
<br />exists or the owner of property which abuts a publ i c way
<br />where a nuisance exists,
<br />fib} The person in charge of the property or of property
<br />which abuts a pubs i c way where a nuisance exists .
<br />~c} The person who causes the nuisance to come into
<br />or continue in existence,
<br />Public way. Any street, road, alley, right-of-way, pedes-
<br />trian or bicycle easement for public use,
<br />f~ Rodent-proof. Any ,building, structure or part thereof i s
<br />rodent-prao w en ~ t ~ s constructed of concrete, metal or some
<br />equally impermeable material and i n a manner that excludes rats
<br />and mice therefrom.
<br />vegetation. Plant life, including but not limited to, trees,
<br />shrubs, flowers, weeds and grass,
