The cost for the maximum assessable width shall <br />be apportioned to each parcel an the bans of its front <br />footage abutting upon the improvement, except that: <br />~1} if a residentially zoned parcel has a <br />total front footage of less than 60 feet on all <br />abutting streets for whi ch a street improvement <br />assessment has been or is likely to be made, then <br />that parcel shall be assessed as if its front foot- <br />age on those streets were 60 feet, <br />~ 2 } I f the width of the street i mprovemen t <br />varies within the improvement district, each parcel <br />shall be assessed i n accordance with the width or <br />widths upon which it abuts. <br />c. Assessments for street construction sha11 in- <br />cl ude the costs of catch basins and piping from catch <br />basins to storm sewers for properties specially bene- <br />fited by the basins. <br />2. Alley improvement assessments. A11ey improvement <br />assessments sha be apportioned as follows: <br />a.
