Upon entry in the lien docket, the amounts entered <br />shall become a lien and charge on the respective parcels which have been <br />assessed for the improvement. A11 assessment liens shall be superior and <br />prior to al 1 other 1 i ens or encumbrances on property insofar as the 1 aws of <br />the state permit. C1 a7 med <br />errors ~n the calcula taon of assessments shall be called to the <br />attention of the finance officer, who steal 1 determine whether there has been <br />an error in fact. If the finance officer shall find that there has been an <br />error in fact, he sha11 recommend to the council an amendment to the assess- <br />ment ordinance to correct the error, Upon enactment of the amendment, the <br />finance affi cer sha11 make the necessary correction i n the docket of city <br />liens and send a correct notice of assessment by certified mail. <br />7.540 Off Street Parking -Deficit Assessments. In the event that an <br />assessment ~s made before the tota cost of the improvement is <br />ascertained and the amount of the assessment i s insufficient to defray the <br />expenses of the improvement, the counci 1 may, by motion, declare the def i ci t <br />and: <br />~a~ Determine that the cost of preparing a proposed deficit <br />assessment does not justify proceeding under paragraph ~ b~ of thi s <br />section and authorize the expenditure of city funds to pay the <br />deficit; or <br />~ b~ Prepare a proposed deficit assessment, <br />The counci 1 sha11 set a time for the counci 1 or its designee to hear ob jec- <br />tions to the deficit assessment and sha11 direct the finance officer to <br />notify the owners of each parcel of real property to be assessed, as provided <br />in section 1.540. After considering evidence and argument presented at the <br />hearing, the counci 1 shall make a just and equitable assessment by ordinance, <br />which steal 1 be entered i n the docket of city 1 i ens as provided by section <br />Ordinance - 49 <br />
