the project and of intersections of other thoroughfares therewith <br />will be published once a week for four consecutive weeks prior to <br />the election of November 4, 1986 in the Register Guard, a news- <br />paper of general circulation within the City of Eugene. <br />Section 3. The City Manager is authorized to enter into <br />cooperative agreements with the State of Oregon and others at any <br />time prior to November 4, 1991 to facilitate the construction <br />project along the general route specified above. <br />Section 4, These matters concern the peace, health and <br />safety of the citizens of Eugene and an emergency is hereby de- <br />Glared to exist.
