i <br />5 ~ ~~ <br />I <br /> --:~} <br />ORDINANCE No. 3 9 8' <br />AN ORDINANCE ADAPTING AMENDMENTS To THE <br />EUGSNE-SPRINGFIELD METRaPOLITAN AREA GENERAL <br />PLAN. <br />The City Council of the City of Eugene finds that: <br />1. The E ugene-Springfield Metropolitan Area General Plan <br />Metropol itan Plan} was adopted by the Eugene City Council on July <br />28, 1980 and amendments thereto were subsequently adopted on <br />February 8, 1 982 by Ordinance No. 19229, on octaber 22, 1984 by <br />Ordinance No. 19293, on July 17, 1985 by Ordinance No. 19341, on <br />September 9, 1985 by Ordinance No. 19348, and on April 23, 1986 by <br />Ordinance No. 19382. <br />2. Pursuant to ORS 197.640 to 197.650, the Eugene- <br />Springfield metropolitan area began a periodic review process in <br />February, 1985. <br />3. ORS 197.7122}4e} requires the development and adoption <br />of publlc facility plans for areas within urban growth boundaries <br />containing a population greater than 2,500 persons. This provi- <br />sion requires that public facility plans address the provision of <br />sanitary sewers, storm sewers, water systems and transportation <br />-.~~~~~ systems . <br />4. The Eugene-Springfield Metropolitan Area Transportation <br />Plan ~TransPlan} serves as the transportation element of the <br />Eugene~Springfield Metropolitan Area .public Facilities Plan <br />Public Facilities Plan}. <br />5. oRS 197.712 ~ 3 } requires that public facility plans <br />required by oRS 197.712 ~ 1 } ~ e } comply with the provisions of oRS <br />197.712 , by the first periodic review of the comprehensive plan and <br />regulations of applicable jurisdictions. <br />G. The Eugene City Council adapted the TransPlan on April <br />28, 1986 by Ordinance No. 19835. <br />7. The Eugene City Council adopted the Final Local Periodic <br />Review order far the Eugene-Springfield Metropolitan Area on <br />August 13, 1986, by Resolution No. ~. <br />8. The Final Local Periodic Review Order far the Eugene <br />Springfield Metropolitan Area recommends that the Metro olitan <br />P <br />Plan be amended to bring the Plan into compliance with all appli~- <br />cable periodic review criteria of oRS 197.6403}. <br />9. The TransPlan and the Public Facilities Plan require <br />~~~~` ~~ policy revisions to the Metropolitan Plan. <br />-~-'Y T <br />Ordinance - 1 <br />
