i 5 ~ ~~ I --:~} ORDINANCE No. 3 9 8' AN ORDINANCE ADAPTING AMENDMENTS To THE EUGSNE-SPRINGFIELD METRaPOLITAN AREA GENERAL PLAN. The City Council of the City of Eugene finds that: 1. The E ugene-Springfield Metropolitan Area General Plan Metropol itan Plan} was adopted by the Eugene City Council on July 28, 1980 and amendments thereto were subsequently adopted on February 8, 1 982 by Ordinance No. 19229, on octaber 22, 1984 by Ordinance No. 19293, on July 17, 1985 by Ordinance No. 19341, on September 9, 1985 by Ordinance No. 19348, and on April 23, 1986 by Ordinance No. 19382. 2. Pursuant to ORS 197.640 to 197.650, the Eugene- Springfield metropolitan area began a periodic review process in February, 1985. 3. ORS 197.7122}4e} requires the development and adoption of publlc facility plans for areas within urban growth boundaries containing a population greater than 2,500 persons. This provi- sion requires that public facility plans address the provision of sanitary sewers, storm sewers, water systems and transportation -.~~~~~ systems . 4. The Eugene-Springfield Metropolitan Area Transportation Plan ~TransPlan} serves as the transportation element of the Eugene~Springfield Metropolitan Area .public Facilities Plan Public Facilities Plan}. 5. oRS 197.712 ~ 3 } requires that public facility plans required by oRS 197.712 ~ 1 } ~ e } comply with the provisions of oRS 197.712 , by the first periodic review of the comprehensive plan and regulations of applicable jurisdictions. G. The Eugene City Council adapted the TransPlan on April 28, 1986 by Ordinance No. 19835. 7. The Eugene City Council adopted the Final Local Periodic Review order far the Eugene-Springfield Metropolitan Area on August 13, 1986, by Resolution No. ~. 8. The Final Local Periodic Review Order far the Eugene Springfield Metropolitan Area recommends that the Metro olitan P Plan be amended to bring the Plan into compliance with all appli~- cable periodic review criteria of oRS 197.6403}. 9.
