~ ~ ~,,~..~ ORDINANCE N0. ~~_ AN ORDINANCE CONCERNING THE D04~~NTOwN DEVELOPMENT DISTRICT AND FEES FOR PARKING; AMENDI~JG SECTIONS 2.153, 2.812, 3.700, 5.233, 5.285, AND 5.335 DF THE EUGENE CODE, 1971; PROVIDING AN EFFECTIVE DATE; APdD DECLARING AN EMERGENCY. THE CITY OF EUGENE DOES ORDAI~J AS FOLLO~~S: Section 1. Section 2.153 of the Eugene Code, 1971, is amended to read and provide: 2.153 Downtawn Commission - Downtawn Devel opment District Activities. e scope of actions to be undertaken by the commission to finance in the Downtown Development District a program of economic promotion, down- town development, and public parking which may include the promotion of para- transi t, transit, walking and bicycling, include but are not limited to the following: ~ a} Prepare and submit i n compliance with city budget proce- dure and schedule, a preliminary budget for a program of economic promotion, downtown development and the Downtown Development Dis-~ tri ct parking program, The budget shall estimate i ncorne and expen- ditures for the immediately ensuing fiscal year and be in a format -~- ~ prescri bed by the city r~anager. ~b~ Submit to the city manager or hislher designee in com- pliance with the city budget schedule, a written proposal of the .rates of ad valorem and busi Hess-and-occupation taxation that the commission deems necessary to finance the downtown development and parking program during the next year. ~c~ All proceeds from ad valorem and business-and-occupation taxes specially levied i n the Downtown Development District to finance the promotion, development, and parking program and al l other income generated by Downtown Development District funds or programs shall be credited to a fund known as the Downtawn Develop- ment Fund, The commission shall have power to expend the fund solely to implement the program within the Downtown Development District, Section 2.
