ordinance for certain ~ arge residential lots, Approval of reduced frontage <br />on panhandle lots and parcels shall be subject to the variance provisions in <br />section 9.090 except that approval shat ] be based on all the following mini w <br />mum criteria rather than those specified i n section 9, 090. <br />~ a } All rear lots and parcels must be at least 6, 000 s uare <br />q <br />feet, exclusive of the panhandle; <br />~ b} Al 1 front lots and parcels must be at least 4, 500 square <br />feet; <br />~c} Minimum panhandle width shall be as follows, whether or <br />not the panhandle is used for access: <br />One rear lot or parcel ...... . 15 feet <br />Two or more rear lots or parcels .. . .. , 25 feet <br />4 d} Unless the creation of the panhandle l of would be pre- <br />cl uded or unless one of the Solar Design Standard exemptions i n <br />section 9.060 applies, the north-south lot dimension of both new <br />parcels must comply with the Solar Design Standards prescriptive <br />approach set forth in section 9.060. <br />fie} Minimum access paving width of the panhandle or abuttin <br />drivewa used fo g <br />y r access shall be as follows: <br />One rear lot or parcel , ... 12 feet <br />Two or mare rear lots or parcels . 20 feet* <br />~*To preserve existing natural features, paving width may be <br />reduced to 17-112 feet, except for the first 25 feet back <br />from the sidewalk, with the traffic engineer's approval , i f <br />both sides of the driveway are landscaped in accordance with <br />a landscape plan.} <br />~f} A maximum of four rear lots or parcels may be assigned <br />to a si ngl a panhandle, <br />fig} Automobile access from public streets to rear lots or <br />parcels may be obtained i n one of three ways: <br />1, Vi a a panhandl a driveway, <br />2. via an abutting property's driveway, <br />3, Via an existing alley. <br />~ h } Driveways ~ wh i ch may or may not be the panhandl e' s } and <br />parking areas shall be constructed of at least four inch thick <br />Portland Cement concrete, or 2-112 inch compacted asphaltic can-- <br />crete mix on six inches of 314 minus compacted crushed rock base, <br />or an approved equal. <br />~i} Base placement of driveways and parking areas shall be <br />approved by the city prior to final surfacing, <br />~j} Tf an abutting property's access drive is used: <br />1. An access easement maintenance agreement is required. <br />I t shall be recorded i n the Lane County office of Deeds and <br />Records, and <br />2, There shall be adequate room elsewhere on the abut-~ <br />ti ng property to meet off street parking requirements for <br />that property. <br />~k} When the panhandle is used for access and the abutting <br />property owner requests a visual buffer at the time of land divi-~ <br />si on review, that buffer shall consist of the following: <br />1, A minimum five foot high site-obscuring fence or <br />wa 7 l , or <br />2.
