ORDINANCE NO. 19401 AN ORDINANCE CONCERNING FLOOD PLAIN REGULATIONS; AMENDING SECTIONS 9.015, 9.268, 9.604, 9.606, AND 9.607 DF THE EUGENE CODE, 1911; ADDING SECTIONS 9.6D2 AND 9.603 TO THAT CODE; AND DECLARING AN EMERGENCY. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. The definitions for "Floodway", "Mobile home", and "Struc- ture" contained in Section 9.D15 of the Eugene Code, 1911 are amended, and the following definitions added in alphabetical order therein, to read and provide: 9.D15 Definitions. As used in this chapter, un]ess the context re wires a otherwise, the following words and phrases mean: meal. As used in sections 9.602 to 9.601, a request for a review of the building official's interpretation of those sections or a request fora variance from any provision of those sections. Base flood. As used in sections 9.602 to 9.6D1, the flood having a one pecent chance of being equalled or exceeded in any given year. Develo ment. As used in sections 9.602 to 9.6D1, any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations located within the area of special flood hazard. Flood, or flooding. Flood insurance study. As used in sections 9.602 to 9.6D1, the official report provided by the Federal Insurance Administra- tion that includes flood profiles, the Flood Boundary-Floodway Map, and the water surface elevation of the base flood. Floodway. The channel of a river or other watercourse and the adjacent land areas that must be reserved in order to discharge the base flood without increasing the water surface elevation.
