ORDINANCE NO. ~II~ <br />AN ORDINANCE ADOPTING THE EUGENE ENTRANCE <br />BEAUTIFICATION STUDY. <br />The City Council of the City of Eugene finds that: <br />1. On September 10, 1984, the City Council enacted Reso- <br />lution No . 3867 adopting the 1984 Eugene Community Goals and <br />Policies. This document contained policies promoting the City of <br />Eugene as a tourism destination point, beautification of the City, <br />and developing attractive .entrances to the City, <br />2. In December, 1984, the City Council enacted Resolutian <br />No. 3892 adopting the Sig Point Economic Diversification Program <br />for the Fiscal Year 1984/85. This plan called for a series of <br />actions, including the development of a program to enhance th e <br />appearance of Eugene's entrances. <br />3. The Metropolitan Area General Plan encourages the <br />planting of street trees and development of sites optimizing <br />visual and personal accessibility. <br />4. In January, 1985, the Eugene Planning Commission adopt- <br />ed a Work Program and Citizen Participation Component for the <br />Entrance Beautification Study, directing an interdepartmental <br />staf f team to develop the study and to wo r k with a variety o f <br />agencies and citizen groups in developing recommendations. <br />5. In March, 1985, the City Council enacted Resolution No. <br />395 accepting the Mayorls recommendation for creation of a Tree <br />and Beautification Commission to work with citizens in recommend- <br />ing programs and policies for planting and maintenance of trees on <br />Eugene's streets and other public lands. This Commission worked <br />with staff in developing recommendations for the Entrance Beaut i- <br />fication Study. <br />6. The Study was developed during 1986 with the help of the <br />Tree and Beautification Commission and other community groups. A <br />draft study was published in June. The draft study was mailed to <br />individuals and groups indicating interest in the Study during its <br />development. This same list received notice of subsequent public <br />hearings and recommended revisions to the study. Public hearings <br />were advertised in accordance with the Oregon Public Meeting Law <br />and requirements of the Eugene Code, 1971. <br />7. On September 9, 1986, the Planning Commission held its <br />public hearing and developed a series of recommended revisions to <br />the draft for consideration by the City Council. <br />8. The City Council reviewed the Study and the recommenda- <br />tions from the Planning Commission at an October 8, 1986 work <br />ordinance - 1 <br />
