A public hearing was held on October 13, 1986, Based on <br />the recommendations of the Planning Commission, the public testi- <br />mo ny and the previous findings, the City Council has determined <br />that the Eugene Entrance Beautification Study is consistent with <br />the Eugene-Springfield Metropolitan Area Plan and implements the <br />Metropolitan Area Plan, the Six Point Economic Diversification <br />Program, and the Community Goals and Policies. <br />NOW, THEREFORE, <br />THB CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The findings set forth above are adopted. <br />Section 2. The goals and policies contained in the Eugene <br />Entrance Beautification Study as described in attachment A ~ the <br />June, 1986 Draft Eugene Entrance Beautification Studyy, including <br />changes as described in attachment B October 8, 1986 List of <br />Recommended Changes to the Draf t Entrance Beaut i f i cat ion Study , <br />Corrected Version}, and additional changes as adopted by the City <br />Council as indicated in Exhibit C are adopted as City policy. <br />Such policies and goals are intended to guide municipal policy- <br />making and not to serve as standards for decisions in individual <br />land use proceedings. <br />Section 3, The Entrance Beautification Implementation Prior-~ <br />ities and the Design Guidelines for Future Entrance Beautification <br />Projects are recognized as potential means of implementing adopted <br />policy, but are not adopted as City policy. <br />Section 4.
