Northwest Expressway, Beltliine to chambers connector <br />9. Under other Entrance Beautification Projects Coming from the Airport and <br />Points North on page 9, add a project description for the Northwest <br />Expressway between Beltline and the Chambers Connector as follows: <br />7. The Northwest Expressway is expected to play an increasing role as <br />an entrance corridor to Eugene, as the River Road corridor <br />experiences additional development and traffic. Improvements that <br />recogni=e this role should include wank with adjacent property <br />owners to encourage street tree planting and planting of addit'ranal <br />evergreen landscape materials to buffer the development on the east <br />side of the expressway from the noise and visual impacts generated <br />by the roadway and the Southern Pacific Railroad. <br />14. Make additional revisions to Implementation Priority #2, visitor <br />Signing, to address the distinction between direct routes to the Downtown <br />and business routes 1 i ke Highway 99 and west 11th, as fol 1 ows: <br />fie. Move "Entering Eugene" signs on West 11th Avenue from Beltline Road <br />west to actual city limits (currently green Hill Road} and direct <br />visitors to Downtown to use the west Eugene Parkway and sign west <br />11th Avenue as the "business route;" <br />2 g . signing at Highway 99, directing visitors to Downtown <br />to use Bel tl ~ ne Road and signing Highway 99 as the "business <br />route;" <br />11. Add 1 anguage to Implementation Priority #4 and reverse the numbering for <br />priorities four and five as indicated: <br />[5] 4. Street tree planting and landscape requirements along <br />designated entrances <br />Revised as indicated on page 10, Item W of the Recommended Changes. <br />[5.]5. Private Landscape Incentive Program <br />An incentive program should be [developed within the next year] <br />considered in the future by bath private groups and public <br />agencies, [ to provide landscape materi ai s at 1 i ttl e or no cast]ta <br />donate landscape materials without charge or at reduced cost to <br />property owners along designated entranceways. Similarly, a grant or <br />loan program using a private foundation or public funds should be <br />developed to assist businesses in landscape improvements along <br />entrance corridors.
