1. As development activities are proposed along designated <br />entranceways, apply site review procedures] provide a mechanism <br />far additional landscape and buffer treatments on the site and along <br />the street to ensure that the proposed developments respond to <br />Eugene's entrance beautification policies, hand] projects, and <br />priorities . <br />Under this policy, [site review requirements would be applied to <br />devel opments~ a subsequent code amendment will be pursued to <br />apply to development 1 orated a1 ong entrance corridors, or at <br />entrance points, in conjunction with other development processes. <br />[This does not suggest that the city wi11 initiate a site review <br />rezoning on all properties i n these 1 ocati ons, but that site review <br />wi 11 be required i n conjunction wi th a zone change, conditional use <br />permit, or other review process a1 ready i n progress. ~ This code <br />amendment will be designed to provide standards far landscape and <br />buffering tailored to the character and role of the entrance corridor <br />and will apply those standards as part of the normal review process <br />of building ar site development. This approach wi 11 provide an <br />opportunity for future development in Eugene's entrance corridors <br />to respond to entrance beautification [abjecti ves] goals. <br />6. Make additional revisions to the recommended text for Highway 99 page 6 <br />of the Recommended Changes} as follows: <br />Because funding far the major reconstruction of Highway 99 is not <br />expected to become oval 1 abl a before I990, ] included in the State's <br />current Six Year Highway Improvement Program, serious <br />consideration... <br />1. Make additional revisions to the recommended text for Route B - ~ page 7 <br />of the Recommended Changes, item Q ~ 1~}, adding more emphasis to the <br />Ferry Street Bridge a s f o 11 ows <br />The primary focus of this entrance i s on traffic arriving from the north, <br />using Exit 194 from Interstate 5, since traffic arriving from the south <br />is most likely to enter Eugene on Franklin Boulevard. ...There are a <br />number of existing evergreens~...view of spencer Butte provided the <br />driver on entering the off-ramp from the I-5 freeway onto I-105. The <br />Ferry Street Bridge is a major facility along this entrance corridor, It is <br />currently congested during peak hours and the need for widening or <br />replacement has been projected in transportation planning documents. <br />In future plans for widening or replacement of the Ferry Street Bridge, <br />its .role as an important link in one of the primary entrances into the city <br />should be addressed. Future designs should incorporate lighting and <br />landscape amenities that respond to that role. <br />8.
