ORDINANCE NO. I `I ~ ~~ AN ORDINANCE CONCERNING THE WESTSIDE NEIGHBOR-~ HOOD PLAN AND ADOPTING AN AMENDMENT TO THE EUGENE-SPRINGFIELD METROPOLITAN AREA GENERAL PLAN. The City Council of the City of Eugene finds as follows: 1. The Eugene-~Spr ingf field Metropolitan Area General Plan Metro Plan} was adopted by the Eugene City Council on July 28, 1984, and amendments thereto were subsequently adopted on February 8, 1982 by Eugene Ordinance No. 18927; on February 15, 1984 by Eugene Ordinance No. 19229; on October 22, 1984 by Eugene Ordi- nance No. 19293; on July 17, 1985 by Eugene Ordinance No. 19341, on September 9, 1985 by Eugene Ordinance 19348; on April 23, 1986 by Eugene Ordinance No. 19382, on April 28, 1986 by Eugene Ordi- nance Nos. 19383 and 19385; on August ll, 1986 by Eugene Ordinance No. 19395; and on August 13, 1986 by Eugene Ordinance No. 19398. 2. In the fall of 1984, the Eugene Planning Commission began the process of updating the 1977 Westside Plan for that portion of the Metro Plan within the boundary of the Westside Neighborhood Quality Project. In March 1985, a nine--member plan- ning team was appointed to prepare a draft update of the Westside Plan. In March 1986, the draft Westside Neighborhood Plan was issued. 3. On May 6, 1986, the Eugene Planning Commission held a public hearing on the March draft Westside Neighborhood Plan. Af to r a tour and work sessions to consider the plan and public testimony, the Planning Commission took action at its June 2 meeting to recommend a revised version of the March draft Westside Neighborhood Plan for adoption by the City Council. 4. On June 2, 1986, the Eugene Planning Commission recom-~ mended a minor amendment to the Metro Plan Diagram to remove the asterisk shown on the Plan Diagram west of Jefferson Street be- tween 7th Avenue and 11th Avenue. 5. on July 28, 1986 a public hearing was held before the Eugene City Council an the refinement plan and proposed Metro Plan amendment and the Eugene C ity Council tentatively approved the draft Westside Neighborhood Plan and initiation of an amendment to the Metro Plan as recommended by the Planning Commission by sub- mission of the refinement plan with modifications and proposed Metro Plan amendment to the Lane County Board of County Commis- sioners and the City of Springfield. 6. Findings in support of the adoption of this plan amend- ment are set forth in Exhibit A and incorporated herein as though fully set forth. Ordinance - 1
