<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Eugene Comprehensive Lands Assessment <br /> <br /> <br />Meeting Date: February 23, 2009 Agenda Item Number: C <br />Department: Planning and Development Staff Contact: Jason Dedrick <br />www.eugene-or.gov Contact Telephone Number: 541-682-5451 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session is an opportunity for the council to receive a project update, and discuss current status <br />and next steps associated with the Eugene Comprehensive Lands Assessment (ECLA). <br /> <br /> <br />BACKGROUND <br /> <br />The goal of this effort is to determine whether Eugene has a sufficient supply of land within the Urban <br />Growth Boundary (UGB) to meet the projected demand for residential, commercial, industrial, and non- <br />economic land over the next 20 years. This study addresses Oregon House Bill 3337, which directed the <br />cities of Eugene and Springfield to undertake a study of residential lands sufficiency. The scope was <br />expanded by council direction to assess employment and other land needs as well. <br /> <br />Project Update <br />The ECLA project was initiated by the City Council action and added to the Planning Division work <br />program in January 2008. The Planning Commission has since provided a review of the project scope of <br />work and the community engagement plan. ECONorthwest was hired as the project consultant in May <br />2008, and initial technical work began shortly thereafter. <br /> <br />A Community Advisory Committee (CAC) has met on a monthly basis since October 2008, for a total of <br />five meetings thus far. An Agency Technical Advisory Committee (TAC) has met twice. Products of <br />the technical analysis are distributed to the committees prior to each meeting, where members are asked <br />to provide comments and feedback on the analysis and results. Through these efforts, staff has <br />introduced portions of the three primary components of the analysis to the Advisory Committees: <br /> <br />·A Buildable Lands Inventory; <br /> <br />·An Economic Opportunities Analysis; and <br /> <br />·A Housing Needs Analysis. <br /> <br />Buildable Lands Inventory <br />The comprehensively assesses the current supply of vacant and developed <br />land within the UGB, as well as what constraints there are on these lands to accommodate future <br />development. A three-phase approach will be utilized to complete this assessment, including: <br /> <br />·Creation of the land base data layer including zoning and Metro Plan designations; <br /> <br />·Identifying limiting factors (constraints) such as Statewide Planning Goal 5 (natural resource) <br />regulations and FEMA floodways; and <br /> Z:\CMO\2009 Council Agendas\M090223\S090223C.doc <br /> <br />
