<br /> <br />·Classifying all lands into mutually exclusive categories based on their vacancy and constraints. <br />For example, this process includes designating a given tax lot as vacant or developed. It also <br />includes assigning a given tax lot into one of four categories of limiting factors: committed lands, <br />protected lands, constrained lands or unconstrained lands. <br /> <br />Economic Opportunities Analysis <br />The determines what the demand will be for commercial and <br />industrial lands over the next 20 years. This includes: <br /> <br />·An analysis of economic trends; <br /> <br />·Consideration of local conditions; and <br /> <br />·A forecast for employment growth. <br /> <br />Housing Needs Analysis <br />The determines what the demand will be for housing lands over the next 20 <br />years. Key components of this analysis will include: <br /> <br />·Recent and anticipated trends that may affect housing mix and density; <br /> <br />·Provision of affordable housing; <br /> <br />·Projected needs for various housing types; and <br /> <br />·Integration of information from the Infill Compatibility Standards and Opportunity Siting <br />projects. <br /> <br />Next Steps <br />Key assumptions from the analysis are tentatively scheduled to be presented to the council this April. <br />These key assumptions and council direction will be utilized to model different scenarios associated <br />with growth over the next 20 years. The scenarios will then be presented to the community at public <br />workshops in May. Continued refinement of the scenarios and the preliminary findings will continue <br />through the summer and fall, culminating with the land need determination by the end of the year. <br /> <br />Additional council work sessions and/or updates are tentatively planned for July, September and <br />November as products become available and at critical project junctures. The CAC will continue to <br />meet monthly until August to provide comments and feedback on the development of technical analyses. <br />The TAC will continue to meet bi-monthly to help ensure that key information from agency partners is <br />incorporated into the analysis and regular check-ins with the Planning Commission will occur. <br /> <br />It is important to note that while the completion of the land needs analysis will address Eugene’s <br />compliance with HB 3337, it is only the technical phase of a larger planning process. If the study <br />determines that additional lands will be needed to accommodate projected growth, the City will need to <br />initiate a process for addressing these needs, either through infill and redevelopment policies, UGB <br />modifications or some combination of both. <br /> <br /> <br />RELATED CITY POLICIES <br /> <br />·The City Council has included ECLA as a priority item on the Planning Division Work Program. <br /> <br />·Most of the Growth Management Policies are related to ECLA, most notably policies 1, 2, and 5. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />No formal action is required at this time.
