1~ . When the following criteria are met, ,either Seri ngf i el d <br />or Eugene may .annex land which is not contiguous to their boundaries: <br />a. The area to be annexed will be provided an urban <br />servi cep s} which i s dare} desired immediately by residents/ <br />property owners. <br />b.
