ORDINANCE NO. ~~y~l <br />AN ORDINANCE DISSOL~TING THE EXISTING METRO <br />PLAN POLICY COMMITTEE, THE METRO AREA TRANS- <br />PORTATION COMMITTEE, THE METROPOLITAN CABLE <br />TELEVISION COMMISSION, AND THE URBAN SERVICES <br />POLICY COMMITTEE; ESTABLISHING A NEW METRO- <br />POLITAN POLICY COMMITTEE; AMENDING SECTION <br />2.413 OF THE EUGENE CODE, 1971; REPEALING <br />RESOLUTION NO . 3 7 Q 9 ; AND DECLARING AN EMER- <br />GENCY. <br />The City Council of the City of Eugene finds that: <br />1. I n 19 8 5 , the C ity of Eugene C ity Counc i ~. , the C ity of <br />Springfield City Council, and the Lane County Board of Commis- <br />sioners approved, a joint resolution establishing the Urban Ser- <br />v~,ces Po11cy Committee and establishing the urban services transi-~ <br />tion process. <br />2. In 1985 and 1986, the Urban Services Policy Committee, <br />which included equal elected official and chief. administrative <br />officer representation from the Cities of Eugene and Springfield <br />and from Lane County, studied urban transition issues and caused a <br />study of policy committee consolidation to be conducted. <br />3. As a result of that study, the Urban Services Policy <br />Committee recommended that a new Metropolitan Policy Committee be <br />formed to assume the duties of the existing Metro Plan Policy <br />Committee ~MPPC } which deals with the Metropolitan Area General <br />Plan, the Metro Area Transportation Committee ~MATC} which deals <br />with transportation planning, the Metropolitan Cable Television <br />Commission ~ MCTC } which deals with cable television issues, and <br />the Urban Services Policy Committee ~USPC~ which deals with urban <br />service transition issues. <br />4. In January, 1987, the City Councils of Eugene and <br />Springfield and the Lane County Board of Commissioners, after <br />receiving and considering the recommendation from USPC, approved <br />the concept of forming a new Metropolitan Pot icy Committee to <br />assume the responsibilities of the four existing committees. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Based on the above findings, which are adopted <br />herein, a new Metropolitan Policy Committee is hereby established <br />to assume the duties and responsibilities of the existing Metro <br />Plan Policy Committee, the Urban Services Policy Committee, the <br />Metro Area Transportation Committee, and the Metropolitan C able <br />Television Commission, and to achieve the following objectives: <br />Ordinance - 1 <br />
