1.1 To develop and negotiate solutions to inter- <br />governmental problems. <br />1.2 To serve as a forum for developing rec~mmen- <br />dations for resolving intergovernmental disputes. <br />l.3 To identify a long-term agenda for intergov- <br />ernmental efforts. <br />1.4 To promote intergovernmental cooperation and <br />coordination between and among local governments. <br />Section 2. The new Metropolitan Policy Committee shall be <br />comprised of six voting members, two Councilors each from the <br />Cities of Eugene and Springfield and two County Commissioners, to <br />serve at the pleasure of the appointive body. The chief adminis- <br />trative officers of Eugene, Springf ie1d, and Lane County shall <br />have ex-officio, nonvoting positions on the Committee. When the <br />Metropolitan Policy Committee is discussing ar considering trans- <br />portation matters, the General Manager of the Lane Transit Dis- <br />trict and a representative from the Oregon Department of Transpor- <br />tation shall also have ex-officio nonvoting positions on the <br />Committee. <br />Section 3. The existing Metro Plan Pal icy Committee and <br />Urban Services Policy Committee, both formed by Joint Resolution <br />of Eugene, Springfield and Lane County shah. be dissolved and the <br />f unc t .ions of those two committees shall be fulfilled by the new <br />Metropolitan Policy Committee. <br />Section 4. The City Council of the City of Eugene requests <br />that t e Lane Council of Governments Board of Directors approve a <br />resolution transferring its policy authority for transportation <br />planning matters far the Eugene-~Springf~.eld metropolitan area to <br />the new Metropolitan Policy Committee, and the existing Metropoli- <br />tan Area Transportation Committee be dissolved. <br />Section 5. Staff is directed to prepare and submit to the <br />Caunc~. such amendments to Ordinance 19359, the cable television <br />franchise, and the intergovernmental agreement authorized by <br />Resolution No. 3709, as are necessary to dissolve the Metropolitan <br />Cable Television Commission and to transfer its functions and <br />duties to the new Metropolitan Policy Committee. <br />Section ~. The table of boards, commissions and committees <br />set fort in Section 2.013 of the Eugene Code, 1971, is amended by <br />deleting the references therein to the Metro Plan Pot icy Com- <br />mittee, the Metro Area Transportation Committee, and the Metro- <br />politan Cable TV/Translator Commission, and adding thereto the <br />Metropolitan Policy Committee created by this Ordinance. <br />Section '~. Subject to the provisions of Section 8 of this <br />Ordinance, Resolution No. 3709, and any other Resolution, Ordi- <br />nance, or Council action in conflict herewith is hereby repealed. <br />Ord .finance ~- 2 <br />
