Section 8. That the matters contained herein concern the <br />public hea th, welfare and safety and therefore, an emergency is <br />hereby declared to exist, and this ordinance sha11 become effec- <br />t ive immediately upon its adoption by the City Council and <br />approval by the Mayor; provided, however, that the provisions <br />hereof shall not be implemented until such time as concurring <br />action is taken by the City of Springfield, the Lane County Board <br />of County Comma.sszoners, and Lane Council of.
