ORDINANCE NO. ~ ~', <br />AN ORDINANCE ADOPTING THE RIVER RDAD/SANTA <br />CLARA URBAN FACILITIES PLAN AS A REFINEMENT TC <br />THE EUGENE-SPRINGFIELD METROPOLITAN AREA <br />GENERAL PLAN; AND REPEALING RESOLUTION NOS. <br />3858, 3919, AND 3973. <br />The City Council of the City of Eugene finds that: <br />1. In March, 1982, the cities of Springfield and Eugene and <br />Lane County adapted the Eugene-Springfield Metropolitan Area <br />General Plan ~Metra Plan}. In August, 1982, that comprehensive <br />plan was acknowledged to comply with the Statewide Goals by the <br />Land Conservation and Development Commission ~LCDC}. <br />2. In response to directives contained therein, the Council <br />by Resolution created a River Road/Santa Clara Policy Committee <br />and a Citizens Advisory Team SCAT} to develop draft elements of <br />the River Road/Santa Clara Urban Facilities Plan. <br />3. The Council subsequently adopted: the Sanitary Sewer <br />Service Element and Sanitary Sewer Service Plan of the River <br />Road/Santa Clara Urban Facilities Plan by Resolution No. 3858 an <br />May 29, 1984; the Land Use Element by Resolution No. 3919 vn May <br />2o, 1985; and the Transportation, Public Facilities and Services <br />and Environmental Design Elements by Resolution No. 3973 on April <br />28, 1986. <br />4. Each of the above Resolutions provided that upon comple- <br />tion of the entire Urban Facilities Plan the above elements and <br />remaining portions of the Urban Facilities Plan would be ado ted <br />p <br />as a refinement to the Metropolitan Area General Plan, <br />5. In adopting the Sanitary Sewer Service Element and <br />Sanitary Sewer Service Plan the Council declared its intent to <br />the extent permitted by law, and contingent upon the award of <br />federal construction grant funds, to commit its best efforts to <br />the accomplishment of the sewer connection schedule set out in the <br />Report X15 percent of the area served by 1988, 3a percent by 1990, <br />and 75 percent by 1995}, and hereby reaffirms that intent. <br />6. Concurrence was not obtained among the three metro- <br />politan area jurisdictions with respect tv the fire and olice <br />p <br />protection policies contained in the Public Facilities Element <br />adopted by the Council an April 28, 1986. At its public hearing <br />in May of 1986 the Lane County Board of Commissioners referred the <br />Cityls adopted language regarding annexation and incorporation to <br />the Metropolitan Policy Committee for development of compromise <br />language; The recommendation of the Metropolitan Policy Committee <br />was submitted to the Citizens Advisory Team by the Board.
