Based on the recommendation of the Planning Commission, <br />the public testimony, and the preceding findings, the Council has <br />determined that the River Road/Santa Clara Urban Facilities Plan <br />is consistent with the Eugene-Springfield Metro olitan Area Gen- <br />eral Plan as ackno p <br />wledged by LCDC, and consequently, conforms to <br />applicable Statewide Goals. <br />9. The Council further acknowledges that because concur- <br />rence of all three metropolitan area jurisdictions is re fired to <br />effect amendments to the Metr ~ <br />opolitan Area General Plan, the fire <br />policy regarding incorporation as adopted herein will not become <br />part of the final River Road/Santa Clara Urban Facilities Plan <br />unless that language is adopted by the Board of Count Cammis- <br />Y <br />sinners. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS; <br />Section 1.
