... <br />r <br />~~ ORDINANCE N0. ~~ <br />~~ <br />AN ORDINANCE AD~PT ~- <br />ING THE EUGENE SPRING FIELD METROPOLITAN <br />AREA PUBLIC FACILITIES PLAN. <br />The City Council of the City of Eugene finds that: <br />1, Pursuant to ORS 197.610 to 191.650, the Land Conservation and <br />Development Commission periodically reviews each local overnrnent's com re- <br />9 p <br />hens~ve plan and land use regulations. The Department of Land Consevation <br />and Development initiated the periodic review of the Eugene-S rin field <br />Metro ol~tan Area General p g <br />p Plan and land use regulations on June 28, 1985. <br />~. The administrative rule an public facility planning OAR 660 Divi- <br />s~on 11~ carries out the leg~slat~ve requirement that cities and counties <br />"shall develop and adopt a public facilities plan for areas within an urba <br />n <br />growth boundary containing a population greater than 2,500 persons." <br />3. The Metropolitan Area Planning Advisory Committee ~MAPAC reviewed <br />. ~ <br />and approved the proposed Public Fac~l~ties Plan on April 17 and Ma 1 1986. <br />Y <br />4. The Eugene and Lane County Plannin Commissions cand ' <br />, g acted a ~o~nt <br />public hearing an the Draft Public Facilities Plan on April 15 1986. <br />a <br />5. The Eugene Planning Cammmission recommended ado t' ' <br />. p ion of the Public <br />Face 1 ~ t~ es Plan on Agri 1 Z1, 1986. <br />6, The Metropolitan Policy Committee ~MPC} reviewed and a roved the <br />pro osed Public Facilities P pp <br />p lan on June 3, 1986. <br />1. Tn accordance with the post-~acknowledgment plan review rocedures <br />of OR5 197.610 - .650 the ro p <br />p posed Public Facilities Plan was transmitted <br />to the Department of Land Conservation and Development on June l7 1986. <br />8. The Eugene City Council held a public hearing on the ro osed Public <br />Facilities Plan on Jul 1 ~ ~ ,p. p <br />y 4, 1986. Acton on the Public Facil~t~es Plan was <br />postponed until the City of Springfield and the Lane County Board of Commis- <br />sioners reached agreement on the document. <br />9. The Lane County Board of Commissioners adopted the Public Facilities <br />Plan with revisions on April 15, 1981. The Springfield City Council a roved <br />a similar version on Ma 18 1987 pp <br />Y except for changes regarding the Cedar <br />Creek Drainage Basin. <br />10. The Public Facilities Flan is consistent with ap licable olicies <br />contained in the Metr p .p. <br />opal~tan Area General Plan and with the prov~s~ons of <br />LCDC Public Facility Plan rule SOAR 660-11-000 to 660-11-050 , <br />3 <br />11. The Public Facility Plan amends the Eugene-Sprin field Metro olitan <br />Area General Plan in t 9 p <br />he manner set forth at OAR 660-11-045.
