ORDINANCE No. <br />AN ORDINANCE CONCERNING REFUSE COLLECTION <br />RATES; ADDING A MECHANIZED CURBSIDE COLLECTION <br />MINIMUM FEE SCHEDULE FQR -~0- To 9Q GALLON <br />CONTAINERS; AND DECLARING AN EMERGENCY. <br />The City Council of the City of Eugene finds that: <br />Under the provisions of the Eugene Code, 1971, the Council <br />has the authority and responsibility to establish minimum rates <br />for collection of refuse within the City. <br />.. i <br />A mechanized curbside refuse service for ~0- to 90 anon <br />g <br />containers has recently been introduced by local refuse collectors <br />for which no minimum fee schedule has been established. <br />The Refuse and Recycling Board has reviewed information and <br />testimony from the refuse hauling community, City staff, Lane <br />County Solid i~aste Management staff, and the public in order to <br />develop a recommendation on a minimum rate to be charged far this <br />service. At its public hearing of May 12, 1987, the Refuse and <br />Recycling Board recommended adoption of a minimum monthly rate of <br />$10.04 for weekly service x$7,65 collection fee, $2.35 ti in <br />pp g <br />feed. The Board further recommended that a limited review of this <br />rate, as well as .the City's provisions relating to refuse and <br />recycling practices, license fees, and other rate structures be <br />undertaken between now and May 1, 1988 and reconsidered at that <br />time. <br />The Refuse and Recycling Board also recommended that the <br />Cauncil adopt a policy that declares a service utilizing a con- <br />tainer larger than 94 gallons constitutes a new service.
