final action was deferred by the Council to its meeting of Septem- <br />ber 9, 1987 to enable Councilors to view the site of the vacation <br />request, That viewing has occurred, and all matters necessary to <br />be done in the premises have been duly and regularly completed. <br />Sect ion 3.
