~c} Snakes and ,similar smoke-producing material that produces <br />no v~s~ble flame during discharge, no after-smoldering, and insuf- <br />ficient heat to ignite readily combustible materials upon which <br />the devices or materials are placed. <br />X32} Section 18.108 of the Uniform Fire Code is added to read; <br />Section 18.108 - Fireworks, Location of A roved Stands. Sales <br />of articles described in Section 78.101 subsections b and c, shall be con- <br />ducted only from approved stands out of doors. Such stands shall be located <br />a minimum of 10 feet from combustible buildings, combustible building wall <br />openings in non-combustible buildings, and spaces where vehicles are allowed <br />to park. The location, arrangement and operation of the stand shall be in <br />compliance with all rules and regulations adopted by the chief. <br />X33} Section 19.806 of the Uniform Fire Code is amended to add: <br />fie} Self service of Class I flammable liquids into the tank <br />of a vehicle or any other retail container is prohibited. ORS <br />480.310 - .340. <br />EXCEPTION: Card ar key operated dispensing devices are per- <br />mitted at a dispensary for Class I flammable liquids that <br />does not serve the public at retail, provided that the owner <br />of such dispensary is accountable to the chief for safe opera- <br />tion and training of the users thereof. <br />Non-retail service stations as specified in the above excep- <br />tion must comply with the following safety provisions: <br />1. Be separated from retail locations by a space of at <br />least 50 feet between pump islands. <br />ExCEPTIONS: The 50-foot separation may be reduced to <br />not less than 30 feet if there is a physical barrier <br />such as a building or a solid wall at least four feet <br />high constructed of fire-resistant material between the <br />dispensing locations. The purpose of this separation <br />requirement is to prevent the public being served at re- <br />tail from being endangered from a spill occurring at a <br />self-service location. <br />Z. .Natural grade or curbs shall prevent drainage toward <br />any reta~ l d~ spens~ng areas. <br />3, Unattended non-retail service stations shall: <br />a. Have emergency controls installed at a location <br />acceptable to the chief but located not more than 15 <br />feet from the dispensing devices. <br />b. Have instructions for operation of the dispens- <br />ing devices conspicuously posted. <br />c. Have location of the fire extinguishers and <br />emergency controls conspicuously indicated as approved <br />by the chief. <br />d. Be adequately lighted at all times when avai]- <br />able far use. <br />e. Use only dispensing devices equipped with <br />approved controls designed to limit delivery to no more <br />than 5o gallons. If more than 50 gallons are desired, a <br />manual reset will be necessary. <br />f. Be equipped with nozzles of the listed automatic- <br />closing type with or without latch-open devices. <br />Ordinance - 13 <br />
