a. The existing structure does sat constitute a life or safety hazard to its occupants; or b. The existing structure is not remodeled, in any single calendar year, to the extent of mare than 25 per- cent of its market value immediately prior to remodeling. At such time as an existing structure other than a Group R occupancy is deemed by the building official to present a life or safety hazard to its occupants or is remodeled to the extent of more than 25 percent of its market value, an approved automatic fire extinguishing system shall be installed throughout, including the base- ment. 3.
