~2} Except for the initial term of one of the two commission mem- bers recommended by the Board of County Commissioners which shall be for three years, the term of office of each member, other than an ex officio mem- ber, shall be for faun years unless that tenure shall expire by reason of death, resignation, inability to serve or by removal by the commission or the council. .Any vacancy in the membership of the commission shall be filled for the unexpired term in the same manner as the original appointment. Section 3. That the matters contained herein concern the public welfare, and in order to insure the orderly implementation of these provisions, an emergency is hereby declared to exist, and this ordinance shall become effec- tive immediately upon its passage by the City Council and approval by the Mayor.
