ORDINANCE NO. I9542 <br />AN ORDINANCE CONCERNING COMMUNITY SERVICE SPECIALISTS; <br />AMENDING SECTIONS 2.660, 4.330, 5.012, 5.225, 5.23I, <br />5.260, 5.275, 5.695, AND 5.980 DF THE EUGENE CODE, <br />191I; AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN A5 FOLLOWS: <br />Section 1. Section 2.660 of the Eugene Code, I971, is amended by adding <br />new subsections ~3} and ~4} thereto, to provide: <br />2.660 Police De artment -Duties, Generall . <br />~3} A community service specialist shall perform such duties as <br />may be,required by the charter of the city, the provisions of this code, or <br />d~rect~ons of the city manager. A community service specialist shall have <br />the authority to enforce all parking, vehicle storage, noise disturbance ro- <br />v~s~ans of sections 4.0 p <br />8o and 4.083 of this code, and animal regulations <br />permitted under the laws of this state and city by issuance of a citation, <br />but is not authorized to arrest. <br />. ~4} No person , shal 1 fai 1 to obey a 1 awful order, signal or di rec- <br />t~on of a community service specialist while such individual is engaged in <br />any of the duties pursuant to the provisions of subsection ~3} of this sec- <br />t~on and is wearing an authorized insignia or uniform. <br />Section 2. The definition of Animal control officer set forth in 5ec- <br />tion 4.330 of the Eugene Code, I971, is amended to provide: <br />4.330 Animal Control - Definitions. For purposes of sections 4.330 to <br />4.490 of this chapter, the following words and phrases mean: <br />Animal control officer. A city community service specialist <br />or the person employed by the Animal Regulation Authority and <br />empowered to enforce provisions of these animal regulatians, in- <br />cluding issuing citations pursuant to section 2.770 far violations <br />of sections 4.334 to 4.490. <br />Section 3.
