EXHTB~T ~~A <br />FINDINGS AND RECOMMENDATIONS <br />PAVING, STORM SEWERS AND SIDEWALKS ON WILLAKENZIE ROAD <br />FROM 300 FEET EAST OF COBURG ROAD TO THE EAST BOUNDARY <br />OF WILLAKENZE SCHOOL, AND PAVING CURBS, GUTTERS AND <br />SIDEWALKS ON EAST SIDE OF BEST LANE FROM 477 FEET NORTH <br />OF WILLAKENZIE ROAD TO 600 FEET NORTH OF WILLAKENZIE <br />ROAD (CONTRACT #$7-12) <br />BACKGROUND <br />Willakenzie Road from 200 feet east of Coburg Road to Kings West <br />Road is an old 20-foot wide county standard asphalt surface with <br />roadside ditches. It is a designated collector street carrying <br />3600 cars per day at the Coburg Road end, Four schools in the <br />area support student population which use Willakenzie Road as a <br />route to school. The schools are Willakenzie Elementary which is <br />located east of Best Lane on Willakenzie, James Monroe Junior <br />High on Bailey Lane east of Coburg Road, Saint Paul's on Satre <br />Street south of Bailey Lane, and Sheldon High on Willakenzie west <br />of Coburg Road. A number of parents and the neighborhood group <br />for the area have voiced concerns regarding school children and <br />bicycle safety. A staff hearing was held on September 4, 1986 <br />and 18 property owners attended. <br />The asphalt mat was structurally inadequate to support the traf- <br />fic load and would continue to require more than routine main- <br />tenance. The project was included in the fiscal year 1987 <br />Capital Improvement Project Program. City Council authorized the <br />City Engineer to prepare plans and specificiations by adoption of <br />Resolution #4x11 passed on actober ~7, 1987. <br />Property owners were notified of the pending award hearing 10 <br />days prior to the hearing. The project was authorized on July <br />13, 1987. The low bid was submitted by Wildish Corvallis <br />Construction Co. for an amount of $137,765.40. <br />PROJECT <br />The project includes 46-foot wide paving, with curbs and gutters, <br />on street bicycle lanes, 7-foot wide sidewalks on both sides, and <br />street lights. <br />ASSESSMENT <br />Under City of Eugene assessment policy, mast of the cost is <br />assessed to the abutting property owners. The costs to be <br />assessed are shown below: <br />20 foot paving $ 21.50 per front foot <br />28 foot paving $ 28,58 per front foot <br />36 foot paving $ 33.36 per front foot <br />44 foot paving $ 44.61 per front foot <br />Sidewalks $ 10.93 per front foot <br />-1- <br />
