The costs listed below are the Engineer's estimates and prelimi- <br />nary costs quoted to property owners at the initial hear ing <br />following bid opening. <br />20 foot paving $ 25,73 per front foot <br />28 foot paving $ 28.~p per front foot <br />36 foot paving $ 37,90 per front foot <br />44 foot paving $ 42.84 per front foot <br />Sidewalks ~ 9.14 per front foot <br />RECOMiMENDATIQN <br />A hearing regarding these assessments was scheduled for 7:00 P.M. <br />on March 29, 1988 in the City Council Chambers. The staff had <br />previously received information from Mr, Harold Moody, an adja- <br />cent property owner. It appears that Mr. Moody feels that his <br />deed is in error because he does not own as much frontage as his <br />deed states. The deed calls for 72.7G feet of frontage. <br />Apparently Mr. Moody believes that should be closer to 70+ feet. <br />Mr. Moody did not appear at the hearing. However, the Hearings <br />Official did review the information provided by Mr. Moody and <br />discussed the matter with Les Lyle, City Engineer. Mr. Lyle <br />advised and it is the finding of the Hearings Official that prior <br />City practice has consistently been to rely on deed figures for <br />determining assessments. It is the finding of the Hearings <br />Official that it would be entirely too expensive in terms of staff <br />time to require actual surveys of each property to be assessed <br />and than that it is reasonable for the City to rely upon deed <br />measurements. <br />Therefore, it is the recommendation of the Hearings Official that <br />the City Council adopt an ordinance for assessment in accordance <br />with the project information contained in these findings. <br />~~~ ~'. <br />Jack A, Billie <br />Hearings Official. <br />-2- <br />
