with and not in conflict with the terms and provisions of the <br />grant--in-aid: <br />~a~ to pay the Airport Costs of properties included <br />yr to be included in the Airport, whether such construction <br />has been completed but the Airport Costs thereof not yet paid <br />or such construction has not been commenced or completed, in <br />which events the amount of such grant-in-aid to be applied to <br />the payment of such Costs shall be credited to the Airport <br />Construction Fund; <br />~b~ to reimburse any fund or <br />whether or not held hereunder, to the <br />properties included or to be included <br />which such grant-in-aid applies, were <br />or account, in which event the amount <br />be applied to such reimbursement shal <br />credited to that fund ar account; and <br />account of the City, <br />extent Airport Costs of <br />in the Airport and to <br />advanced from such fund <br />of such grant-in--aid to <br />1~be deposited or <br />~c~ to redeem or purchase Bonds in which event the <br />amount of the grant-in--aid to be applied to such redemptions <br />or purchases shall be deposited with the Trustee in the Bond <br />Fund and applied by it at the discretion of the City to the <br />redemption or purchase of Bonds. <br />5.2,8, To Employ Competent Personnel. The City <br />will at all times employ competent supervisory personnel for the <br />operation and management.of the properties constituting the <br />Airports and will establish and enforce reasonable rules, <br />regulations and standards governing the employment of operating <br />personnel at reasonable compensations salaries, fees and charges, <br />and all persons employed by the City will be qualified for their <br />respective positions; provided, however, that the provisions of <br />this paragraph shall be subject to any civil service law or any <br />other law of the State of Oregon applicable to the appointment or <br />employment of personnel and employees of the City ar the salary, <br />wages or compensation thereof, <br />5.2.9. Books and Accounts; Audits. <br />5.2.9.1. The City shall maintain and keep proper <br />books, records and accounts in which complete and correct entries <br />shall be made of all dealings and transactions relating to the <br />Airport. Such accounts shall show the amount of the Revenues <br />available for the purposes of this ordinance, and the application <br />of such Revenues to the purposes specified in this ordinance and <br />all financial transactions in connection therewith, Annual <br />reports of the financial operations of the Airport prepared by <br />the~City shall be filed with the Trustee and mailed to any owner <br />of Bonds filing with the City a request for the same. <br />Page 35 - Qrdinance <br />
