Community event signs, such as banners, pennants, and similar signs which are in the public interest and for which no practical alternative means of signage exists, may be located in the right-of-way subject to a permit approved by the city mono er or the g manager's designee. Issuance of such a permit may be governed by administra- tive rules adapted by the city manager under the procedures set out in section 3.012 of this code.
