ORDINANCE NO. ~~g <br />AN ORDINANCE ADOPTING THE 19TH AND AGATE <br />SPECIAL AREA STUDY. <br />The City Council of the City of Eugene finds as folloWS: <br />1. In November, 1987, the Eugene Planning Commission <br />approved a work program for the preparation of the 19th and Agate <br />Special Area Study ~Study~. The primary purpose for the Study <br />was to explore alternatives for making the neighborhood <br />commercial area more economically viable far both existing and <br />potential businesses while maintaining or improving compatibility <br />with surrounding residential areas. The Study boundaries were <br />generally defined by 17th and 18th Avenues on the north Emerald <br />Street, on the west, lath and 21st Avenues on the south, and <br />Columbia Street on the east . Major land uses in the Study area <br />include the 19th and Agate commercial area, the Condon School <br />building and, site currently leased from School District 4-J b <br />Y <br />the University of Oregon, Washburn Park, and a variety of <br />residential structures. <br />2. The Eugene Citizen Involvement Committee approved the <br />citizen involvement component of the Study in November, 1987. <br />3. A community forum was held with neighborhood residents, <br />property owners, and business people on December 5, 1987. A list <br />of specific issues and ideas to be addressed during preparation <br />of the Study was generated. The meeting was attended by about 65 <br />people. Advance information about the event was mailed to all <br />residents, property owners, and businesses in the area. <br />4. Based an the level of interest generated at the <br />December 5, 1987 community forum, the 19th and Agate Special Area <br />Study Task Farce was farmed. The Task Force included three <br />members from the Fairmount Neighbors, one member from the South <br />University Neighbors, two members from the 19th and A ate <br />g <br />business group, one member from the University of Oregon Housin <br />Office and a Universit st g <br />y off member representing the Condon <br />School building. <br />~. The Task Force met regularly from ~'anuary through May, <br />1988 to prepare a draft study. The Task Force considered <br />relevant policies in the Fairmount University of Oregon Special <br />Area Study and the Eugene-Springfield Metropolitan Area General <br />Plan. In mid-Nay all residents, property owners, and businesses <br />were mailed notice of the availability of a preliminary draft of <br />the 19th and,Agate Special Area Study and invited to attend a <br />second community forum to discuss the recommendations and provide <br />comments to the Task Farce. Copies of the draft Study were <br />mailed to affected parties within the Stud boundar and to thus <br />y y e <br />who attended the December community forum. <br />Ordinance - 1 <br />
