Section 7. The City Recorder, at the request of or with the concurrence of the City attorney, is authorized to administratively correct any reference errors contained herein or in other provisions of the Eugene Code, 1971 to the provisians amended, added or repealed herein. Section 8. That the matters contained herein concern the public we1- fare, and in order to insure the orderly implementation of these provisions, an emergency is hereby declared to exist, and this Ordinance shall become effective immediately upon its passage by the Council and approval by the Mayor. Unless otherwise provided herein, the term of any board, commission or committee members appointed hereunder shall commence January 1, 1989.
