2.224 Riverfront Research Park Commission - Membershi ,Term of Office. ~3} In order tv insure that the commission is composed of the most qualified members available and willing to serve, the requirement of section 2.0136} of this code that members reside within the city's urban growth boundary is specifically waived, and members need not reside within the city's urban growth boundary at the time of their appointment or during their term of office. Section 5. Subsection ~2} of Section 2.280 of the Eugene Code, 1911, is amended to provide: 2.280 Youth Commission. ~2} The youth commission sha11 consist of seven members of the public and one local elected official. The cvunci1 sha11 appoint the members and fill any vacancies, after interviews and recommendations by the council subcommittee. Members sha11 be appointed through a public process which in- cludes open applications and interviews of finalists by the council subcom- mittee. In order to provide continuity, initial appointees sha11 include two members selected for a one-year term, three members selected for a two-year term, and two members selected for a three-year term. Thereafter, all appointments shall be to fill an unexpired term or for a three-year term, as the case may be. Section 6. Section 3.119 of the Eugene Code, 1971, is amended to pro- vide: 3.119 Ambulance - Emer enc Medical Services Board; Created. There is hereby created an emergency medical services board for the cities of Eugene and Springfield that shall be comprised of five ~5} members, in- clud~ng one representative from each of the following: ~a} One citizen who is not a member of or associated with the field of medicine, fib} Lane County Fire Defense Board, and ~c} Dne physician from each of the following hospitals: Sacred Heart, Eugene Clinic, and McKenzie ~il1amette. The hospi- tals' Emergency Department Administrator shall submit to the mayor the names of qualified physicians willing to serve. Members shall be nominated by the mayors and appointed by the city councils to serve for a two-year term, except the initial appointment of the citizen member under subparagraph ~a} above sha11 be made by the city of Springfield, and thereafter, the appointment authority sha11 alternative between the cities of Eugene and Springfield. In addition, each ambulance operator's physician- adv~sor shall hold an ex-officio position for so long as he ar she continues to act as physician-advisor to the ambulance operator. A11 members sha11 serve without compensation. The provisions of section 2.007 of this code apply to the emergency medical services board. Ordinance - 4
