k <br />ORDINANCE N0. 19591 <br />AN ORDINANCE CONCERNING THE CITY'S WEATHERIZATION <br />CODE FOR COVERED RESIDENTIAL BUILDINGS; AMENDING <br />SECTION 8.31a OF THE EUGENE CODE, 1971 TO PROVIDE <br />A NEW EFFECTIVE DATE; ESTABLISHING A COUNCIL REVIEW <br />DATE; REPEALING ORDINANCE NOS. 18751 AND 19213; AND <br />DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. Section 8.310 of the Eugene Cade, 1971, is amended to pro- <br />vide: <br />8.31a Weatherization Re aired. All covered residential buildin s built <br />rior ~ ~ <br />. .p to July 1, 1974, or constructed pursuant to a bu~ld~ng permit <br />Issued prior to,July 1, 1974, shall, after January 1, 1991, have the follow- <br />ing weather~zat~an: <br />~a} Plaster shall be free of cracks, holes, crumbling or other <br />deter~orat~on. <br />fib} Exterior windows and doors shall be water and wind-proof, <br />free of cracks, rot or other deterioration. <br />~~c} Exterior walls, roofs and foundations shall be water and <br />wind-proof, free of cracks, splits, buckling, breaks, rot, crumblin <br />g <br />or deterioration. <br />~d} Exterior wall coverings shall be adequately painted or <br />otherwise weatherproofed and free of weathering and other deteriora- <br />tion. <br />fie} Exterior window and door frames providing access from <br />unconditioned to conditioned space sha11 be properly caulked. <br />~f} Exterior windows and doors providing access from uncondi- <br />tioned to conditioned space sha11 be properly weatherstripped. <br />fig} Attics shall be insulated to an R value of 30 ar greater <br />except those: <br />1. that were insulated to an R value of 11 prior to <br />January 1, 1991; <br />2. that have a vert~r.~~ rlaar ha~rrht of ~~ ~nrhor nv+ <br />less; ~ --__-_-_ _. <br />3. that have structural obstructions which prevent <br />installation of R-3o insulation, so long as it has been <br />insulated to the highest R value reasonably possible; or <br />4. where placing of insulation would cause otherwise <br />1 awful ly instal 1 ed electrical wiring to become unsafe or <br />would create afire hazard. <br />~h} Attics shall be constructed sa as to have: <br />1. cross ventilation for each separate space; <br />2. ventilation openings constructed to prevent entrance <br />of rain and snow; <br />3. net free ventilation openings of 1/15a of the area of <br />Ordinance - 1 <br />
