the space ventilated or openings of 1/300 of the area of the <br />space ventilated provided 50 percent of the required openings <br />are located in the upper portion of the space ventilated at <br />least three feet above eave or cornice vents with the balance <br />of the required ventilation provided by eave or cornice vents. <br />~ i } Floors shal 1 be insulated to an R val ue of 19 or more <br />where the crawl space has a vertical clear height of 18 inches or <br />more, except where insulation exists that was installed prior to <br />January ~, 1991; <br />~} Crawl space shall have a vapor barrier with a performance <br />at least equivalent to 6 mils thick polyethylene, except where <br />the crawl space has a vertical clear height of less than 18 inches <br />or where the installation of such a vapor barrier would create <br />deteriorating conditions such as poor drainage or decreased sail <br />bearing capacity, <br />~k} Domestic water heaters shall be insulated to a total R <br />value that i s equivalent to R-16 or more i f passi bl e without <br />modifying existing plumbing. <br />~l} .Heating and return air ducts in unconditioned spaces <br />shall be insulated to an R value of 11 or more and if the uncondi- <br />tioned space has a vertical clear height of 18 inches or more, <br />except where insulation exists that was installed prior to <br />January 1, 1991. <br />Section 2. The City Manager is hereby directed to prepare a report for <br />the Council's consideration that contains: <br />a. A summary of the voluntary EwEB and BPA sponsored weatheri- <br />nation programs; and <br />b. A review and analysis of the impact of the weatherization <br />standards imposed in Sections 8,270 to 8.310 of the Eugene Code, 1971. <br />Section 3. Ordinance No 18757 adopted by the Council on February 9, <br />1981 and approved by the Mayor On February 10, 1981, and Ordinance No. 19213 <br />adopted by the Council and approved by the Mayor an January 11, 1954, are <br />hereby repealed. <br />Section 4. Except as herein specifically amended, the provisions of <br />Ordinance No. 19150 adopted by the Council and approved by the Mayor on June <br />15, 1983 remain in full force and effect. <br />Ordinance - 2 <br />
