Ph~rsical hazard is a classification of a chemical for which <br />there is scientifically valid evidence that it is a combustible <br />liquid, compressed gas, cryogenic, explosive, flammable gas, flam- <br />mable liquid, flammable solid, organic peroxide, oxidizer, pyro- <br />phoric, unstable reactive} or water-reactive material. <br />Portable tank is any packaging over 60 U.S. gallons capacity <br />and designed primarily to be loaded into or on or temporarily <br />attached to a transport vehicle or ship and equipped with skids, <br />mounting or accessories to facilitate handling of the tank by <br />mechanical means. It does not include any cylinder having less <br />than a 1,000 pound water capacity, cargo tank, tank cart tank or <br />trailers carrying cylinders of aver 1,000 pounds water capacity. <br />Reduced flow valve is a valve equipped with a restricted flow <br />orifice and inserted into a compressed gas cylinder, portable or <br />stationary tank that is designed to reduce the maximum flow from <br />the valve under full flow conditions, The maximum flow rate from <br />the valve is determined with the valve allowed to flow to atmos- <br />phere with no other piping or fittings attached. <br />Se orate as stora a room is a separate enclosed area which <br />is part of or attached to a building and is utilized for the stor- <br />age or use of highly toxic compressed or liquefied gases. <br />Stationar tank is any packaging designed primarily for sta- <br />tionary installations not intended for loading, unloading or attach- <br />ment to a transport vehicle as part of its normal operation in the <br />process of use, It does not include cylinders having less than <br />1,000 pound water capacity. <br />5tora e facilit is a building, portion of a building or <br />exterior area used for the storage of hazardous materials in excess <br />of exempt amounts specified in Division III. <br />Threshold Limit value Tlv is an estimate of the average <br />safe airborne concentration of a substance that represents condi- <br />tions under which it is believed that persons may be repeatedly <br />exposed without adverse effect. TLVs are published annually by <br />the American Conference of Governmental Industrial Hygienists <br />~ACGIH}. <br />Use Material is the placing in action or making available <br />for service by opening or connecting anything utilized for confine- <br />ment of material whether a solid, liquid, or gas. <br />Section 80.103 -Hazardous Materials, Permits. <br />~a} General. No person, firm or corporation shall store, <br />dispense, use or handle any hazardous material in excess of quanti- <br />ties specified in Section 4.108 unless and until a valid permit has <br />been issued pursuant to this Article. A permi t sha11 be obtained <br />when a material is classified as having mare than one hazard cate- <br />gory if the quantity limits are exceeded in any category. <br />No person, firm or corporation shall install, repair, aban- <br />don, remove, place temporarily out-of-service, close or substan- <br />t~ally modify a storage facility or other .area regulated by this <br />Article until a permit has been issued.
