2. Omen S stems. Dispensing and use of hazardous mater- <br />ials in open containers or systems shall comply with the <br />following: <br />A. Dis ensin . When liquids having a hazard ranking <br />of 3 or 4 in accordance with UFC Standard 19-3 are dis- <br />pensed from tanks or drums dispensing shall only be by <br />approved pumps taking suction from the top. <br />B. Ventilation. When gases, liquids or solids having <br />a hazard ranking of 3 ar 4 in accordance with UFC Standard <br />19-3 are dispensed or used, mechanics] exhaust ventilation <br />shall be provided to capture all fumes, mists or vapors <br />at the point of generation. <br />C. Fire Extin uishin S stem. In addition to the <br />provisions of Section 80.401~r}, laboratory fume hoods <br />and spray booths where flammable materials are dispensed <br />or used shall be protected by an automatic fire extin- <br />guishing system, <br />D. Ex losion Ventin or Su cession. Explosion vent- <br />ing or suppression shall be provided in accordance with <br />the provisions of Section 80.301~q} when an explosive <br />environment can occur because of the characteristics or <br />nature of the hazardous materials dispensed or used, or <br />as a result of the dispensing yr use process. <br />E. S i11 Control, Drains a and Containment. Rooms <br />or areas where hazardous material liquids are dispensed <br />into containers exceeding one ~1} gal1on capacity or used <br />in open containers or systems exceeding five ~5} gallons <br />capacity shall be provided with a means to control spills. <br />Secondary containment shall be provided in accordance <br />with the provisions of Section 80.3011} when the capacity <br />of an ind~v~dual container exceeds 55 gallons, or the <br />aggregate of multiple containers exceeds 100 gallons. <br />3. Closed S stems. Use of hazardous materials in closed <br />containers or systems shall comply with the following: <br />A. Use. Systems shall be suitable for the use in- <br />tended and shall be designed by persons competent in such <br />design. Where nationally recognized good practices or <br />standards have been established for the processes employ- <br />ed, they shall be followed in the design. Controls shall <br />be designed to prevent materials from entering or leaving <br />process or reaction systems at other than the intended <br />time, rate or path. Whenever automatic controls are pro- <br />vided, they shall be designed to fail safe. <br />B. Ventilation. If closed systems are designed to <br />be opened as part of normal operations, ventilation shall <br />be provided in accordance with the provisions of Section <br />so . 4oz ~ b} zg. <br />C. Fire-extin uishin s stem. In addition to the <br />provisions of Section 80.401~r}, laboratory fume hoods <br />and spray booths where flammable materials are used shall <br />be protected by an automatic fire-extinguishing system. <br />D.
