Information showing pro- <br />cedures, controls, signs or other methods used to ensure separation and <br />protection of stored materials from factors which may cause accidental <br />ignition or reaction of ignitable or reactive materials. <br />5, Monitarin Proo ream. Information including, but not limited to, <br />the location, type, manufacturer's specifications cif applicable} and <br />suitab~l~ty of monitoring methods far each storage facility when required <br />by Appendix II-E. <br />6, Securit Precautions. A security program for preventing unauth- <br />orized entry of persons or animals into the storage facilities and reduc- <br />ing the potential for theft, sabotage yr accidental discharge. <br />7. Hazard Labelin and Warnin Si ns. A description of warning <br />markings vn containers, storage areas, storage structures, surrounding <br />fences, gates and access ways acceptable to the Chief. <br />8. Ins ection and Recordkee in . A schedule and procedures for in- <br />specting all monitoring equipment, safety and emergency equipment. The <br />permittee sha11 develop and follow a written inspection procedure <br />acceptable to the Chief far inspecting the facility for malfunctions and <br />deterioration, operator's error, poor housekeeping practices and dis- <br />charges which may be causing, ar may lead ta, unauthorized discharges of <br />hazardous materials, These inspections must be at a frequency appro- <br />priate to the possible deterioration of equipment and facilities, and to <br />the probability of human error and of sufficient frequency to detect <br />problems prior to a discharge, An inspection checksheet shall be devel~ <br />aped to be used in conjunction with routine inspections. The checksheet <br />shall provide for the date, time, and location of inspection, note any <br />problems, dates and times of any corrective actions taken, name of <br />inspector and the counter-signature of the designated safety manager far <br />the faci1 ity. <br />9. Em to ee Trainin . A training program appropriate to the types <br />and quantities of materials stored or used must be conducted to prepare <br />employees tv,safely handle hazardous materials an a daily basis and dur- <br />ing emergenc7es. The training program sha11 include; <br />a. Instruction in safe storage and handling of hazardous mater- <br />ials including maintenance of monitoring records. <br />b. Instruction in emergency procedures far leaks, spills, fires <br />ar explosions including shut-dawn of operations, if necessary. <br />c. Recordkeeping procedures far documenting training given to <br />employees. <br />10. Emergent E ui ment. A description of emergency equipment, and <br />testing and maintenance procedures used to assure operation and avail- <br />ability. <br />Ordinance - 76 <br />
